TBD Synopsis: The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to PESA, INC, 103 QUALITY CIR NW STE 210, HUNTSVILLE, AL 35806 USA. This is expected to result in a Firm Fired Price Contract for acquisition of their PESA Cheetah back-end hardware. The contract will be executed by means of other than full and open competition, due to PESA as they are the sole proprietary source for the needed equipment.

This makes them the only vendor capable of providing the needed camera. The authority permitting other than full and open competition is FAR 13.106-1(b)(1) – 41 USC 1901- Only one responsible source and no other supplies or services will satisfy agency requirements.

Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency's requirements.

This requirement is being procured via a sole source acquisition in accordance with FAR 13.106-1(b)(1). The requested item is a sole source acquisition to the manufacturer PESA, INC. This current requirement is to purchase the replacement of the current PESA Cheetah back-end hardware that is currently used within the Test Control Room (TCR) for the Benefield Anechoic Facility (BAF). PESA is the only currently used hardware and systems used within this TCR.

The PESA Video Display System, which includes both a back-end switch and front-end desktop computer system, is currently used to support the BAF in all test missions. This will be used to upgrade the current system which is at the end-of-life stage and no longer supported by warranty or other protections. PESA currently doesn’t have any authorized resellers or distributors that can perform the commissioning and install.

These are essential to the requirement to get these installed as soon as possible Another brand cannot currently be considered due to the current mission testing schedule and need to keep uniformity and congruency with the current setup. Switching to a different system or brand could lead to significant down time to install everything on the back end and train users on the new system. These delays would have an immediate and significant impact on the test mission schedule and are a unallowable delay.

There could also be a significant duplication of costs incurred by switching systems, due to possible down time, trainings, and other possible hiccups trying to integrate with existing systems. These costs are not expected to be recovered by the potential switch. The Government requests that initial feedback, comments and questions be submitted no later than 2 (two) calendar days from the date of this notice posted to www.beta.SAM.gov.

Any response submitted by respondents to this Notice of Contract Action constitutes consent for that submission to be reviewed by Government personnel. The Air Force Test Center has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman.
