412TW/AD CTF REF NO.: F1S0AN5216A001 Portable Quad-Mode FTR Test Set (FTRTS) Model ATE1001 The Air Force Test Center (AFTC), Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures, to WV Communications, 1125 Business Center CIR STE A, Newbury Park, CA 91320-12071125 for the acquisition of one each of the Portable Quad-Mode Test Set.

The NAICS Code is 5334511 and the SBA Size Standards in number of employees is 1,350. This is not a request for quotations. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government’s requirement.

In addition, the response should indicate the contractor’s size status in respect to NAICS Code 541330 and indicate completion of Offeror Representations and Certifications -- Commercial Items provision FAR 52.212-3 which can be done electronically via SAM.GOV. If the offeror does not have a copy of this provision, go to http://farsite.hill.af.mil/ to get a copy or contact the contract specialist by email to receive a copy. Any responses received without 52.212-3 will be considered non-compliant.

Further, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Responses must be received no later than (NLT) 10:00 a.m., Pacific Standard Time, August 12, 2025. Responses should be submitted to:

However, the Government will consider all responses received within 1 day of the publication of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
