FY25 Soil Disposal Blanket Purchase Agreement Agency: U.S. Army Corps of Engineers (USACE) Europe District (NAU)

NAICS:

562112 – Hazardous Waste Collection Project Description: The U.S. Army Corps of Engineers, Europe District, is seeking questions, comments, suggestions, and corrections to improve the draft PWS for this procurement. Under this planned contract, the Contractor shall provide all labor, supervision, transportation, supplies, vehicles, tools, materials, equipment, and incidental services required to execute and document soil/debris sampling and disposal at DoD facilities. The type of work to be performed under this contract shall include but is not limited to:

Sampling and analysis of stockpiled soil/debris for waste classification purposes Removal, transport, and disposal of soil/debris of varying waste classifications Removal, transport, and disposal of uncontaminated and/or tar contaminated asphalt Manifest and disposal document preparation.

Place of Performance: The proposed contract may be used to support the U.S. Army Europe Installations and/or other U. S. Government Agency requirements in the U.S. European Command (US EUCOM) Area of Responsibility (AOR). It is estimated that the bulk of the work will take place in Germany. Small and Disadvantaged Business requirements are waived for this project due to its location being OCONUS.

Type of Set Aside: This acquisition will be solicited on an unrestricted, full and open basis. Small Business requirements are not applicable for this project due to its location OCONUS.

Contract Period: The contract will consist of a five-year base period. The contemplated value is $15,000,000.00 to be shared across the contract pool.

Special Notice: The purpose of this special notice is to improve upon the drafted PWS and Price Schedule from contractors who have the interest, capabilities, and qualifications to perform similar services. Interested parties are requested to submit completed Special Notice Questionnaire. (Excel) The Government is particularly interested in understanding the market’s ability to provide non-personal services support. Prior Government contract work is not required for submitting a response under this special notice announcement.

Responses: The responses to this Special Notice are not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request information from industry to improve on this draft Performance Work Statement and Price Schedule from industry’s existing-or-developed expertise and experience in relation to the areas specified herein. This special notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation.
