The Washington Headquarters Services, Acquisition Directorate, intends to award a sole source purchase order. This is a synopsis published for informational purposes only. This proposed action is to provide the Defense Acquisition University (DAU) with 460 cyber training range subscriptions for students and DAU instructors and engineering labor for integration of the contractor’s range registration system with the DAU learning management system (LMS).

The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(2) resulting in a firm fixed price purchase order. This proposed contract action will be a Sole Source under North American Industry Classification System Code (NAICS) 611120 Computer Training; size standard $16M. The proposed source is TRYHACKME LTD., 128 City Road, London, London, EC1V 2NX, United Kingdom. This notice of intent is NOT a request for competitive quotations.

A determination by the Government not to compete this proposed contract action regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received on or before the closing time of this notice. In compliance with FAR 5.207(c)(15), the reason for lack of competition is as follows:

The vendor’s cybersecurity range solution uniquely satisfies the full spectrum of DAU training range requirements. In addition to “standard” offensive cyber training range virtual machines, the vendor offers an AI enabled Defensive Cyber Operations training capability, an application program interface (API) fully compatible with DAU’s student registration and tracking system, and proven cyber training range virtual machines covering DAU’s enterprise network and unmanned aerial systems cyber-attack environments.

Other unique solutions provided by the vendor are customizable split screens for training materials with dynamic variables that update based upon each student’s target machines and simple virtual object uploading enabling full customization and maintenance capabilities for DAU training materials.
