The Washington Headquarters Services, Acquisition Directorate, intends to award a sole source purchase order. This is a synopsis published for informational purposes only.

This proposed action is to provide the Defense Acquisition University (DAU) with 155 embedded systems (weapon and industrial control) cyber training range subscriptions for students and instructors and the integration of the vendor’s technology developed under the Small Business Innovation Research (SBIR) program with the DAU learning management system. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(2) resulting in a firm fixed price purchase order.

This proposed contract action will be a Sole Source under North American Industry Classification System Code (NAICS) 513210 Software Publishers; size standard $47M. The proposed source is FORTIPHYD LOGIC INC., 1345 Seaboard Industrial BLVD NW Suite C7, Atlanta, Georgia 30318. This notice of intent is NOT a request for competitive quotations.

A determination by the Government not to compete this proposed contract action regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received on or before 7:00 a.m. Eastern Time, 19 August 2024. In compliance with FAR 5.207(c)(15), the reason for lack of competition is as follows:

The vendor developed specialized embedded cybersecurity training range systems with the Air Force. DAU was unable to leverage the SBIR Phase III contract of the Air Force so Washington Headquarters Services will issue an external contract instrument to access the SBIR developed solution. Be advised that all correspondence sent via e-mail shall contain a subject line that reads “SBIR Training Range System” and also, be advised that .zip or .exe files are not allowable attachments and may be deleted by the e-mail filters. If sending attachments with e-mail ensure only .PDF, .doc, or .xls documents are sent. The e-mail filter may delete any other form of attachments.
