Pre-Award Synopsis to Sole-Source - High Reach Extendable Turret

PRE-AWARD SNYOPSIS OF SINGLE SOURCE UTILIZING SAP This pre-award synopsis is being issued in accordance with FAR 5.101(a)(1). The 316th Contracting Squadron (316 CONS) intends to solicit and negotiate with a single source under FAR Part 13, Simplified Acquisition Procedures, to procure a High Reach Extendable Turret (HRET) used on the Panther 6X6 Aircraft Rescue and Firefighting (ARFF) truck. The intended awardee is Rosenbauer Minnesota, LLC., ARFF trucks are used by the Joint Base Andrews Fire Department to provide safety and emergency response and aircraft firefighting needs.

Single Source Justification: The Contracting Officer has signed a Single Source Justification asserting that the Rosenbauer HRET is exclusively manufactured and distributed by Rosenbauer Minnesota, LLC, a Small Business. They are the only vendor capable of providing this product since the turret is proprietary and other market turrets do not work for the Panther 6X6 Aircraft Rescue and Firefighting (ARFF) trucks. Although firefighting turrets may appear similar and behave alike, they are not interchangeable.

Atlantic Emergency Solutions was contacted, but they do not carry a compatible part for the boom. Turrets manufactured by Elkhart, Akron, or Feecon are also not interchangeable with each other. When cross-referencing part numbers to find a replacement, it was discovered that the numbers did not match. Because Rosenbauer turrets are proprietary, other vendors lack a compatible part for this specific application and competition could not be obtained.
