This is a NOTICE OF INTENT for the Government to award a Firm Fixed Price, Sole Source Task Order against a General Services Administration Federal Supply Schedule contract for ThinkRF R5550-408 Spectrum Analyzers.

This order will be issued under GSA contract GS-07F-281AA (NAICS code 334515, size standard 750) to Saelig Company, Inc. 71A Perinton Parkway; Fairport, NY 14450-9104; UEI LPB1M519DKJ1, on an other than full and open competition basis in accordance with FAR Subpart 8.4, FAR Part 12, and FAR Part 13. A Limited Source Justification will be posted as an amendment to this notice at a later date.

This is a sole source requirement in accordance with FAR Authority 8.405-6(a)(1)(i)(B), Only one source is capable of responding due to the unique or specialized nature of the work. This acquisition is conducted under the authority of the Multiple-Award Schedule Program (41 U.S.C. 251, et seq. and 40 U.S.C. 501). For this requirement, Saelig Company, Inc possesses the necessary capabilities. The Requiring Activity is Federal Communications Commission (FCC) Enforcement Bureau (EB), Equipment Development Group (EDG).

This requirement is to purchase seven (7) ThinkRF R5550-408 spectrum analyzers to upfit EDG designed mobile direction finding vehicles. The spectrum analyzers are available from resellers, one of which is in the U.S. The list of minimum salient characteristics/features a spectrum analyzer must have in order to meet the Enforcement Bureau’s requirements are listed below:

25W Size: 260 x 200 x 70 mm Max Weight: 6 lbs Max API: C/C++ ThinkRF is the only manufacturer that currently produces a wideband Real Time spectrum analyzer that meets the FCC Enforcement Bureau’s requirements. Specifically, the spectrum analyzer required is to be installed as a component of a larger system that has strict size, weight, and power consumption requirements.

Additionally, the spectrum analyzer must have an analog intermediate frequency (IF) output in order to be compatible with the system that it will be installed into. Market research shows that this type of spectrum analyzer is only produced by a small number of manufacturers and only ThinkRF meets the IF output requirement. This is not a solicitation for competitive quotes, nor will one be posted on the Contract Opportunities website.

The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. If any interested party believes it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request additional information from the Contracting Officer, Teresa.Dailey@fcc.gov.
