Notice of Intent to Sole Source to S&P Global, R.L. Polk & Co.

The Department of Energy, Energy Information Administration (EIA), intends to issue a firm fixed price sole source award utilizing Simplified Acquisition Procedures for Certain Commercial Products to S&P Global, R.L. Polk & Co. to acquire a site-wide license for National Vehicle Population Profile (NVPP) data, which includes vehicle registration and historical odometer readings for currently registered vehicles. The anticipated period of performance will be a base year with four one-year options.

This notice of intent is for information purposes only. All sources eligible to meet this requirement must respond in writing. Responses must be supported with strong and convincing evidence that clearly articulate the company’s ability to satisfy this requirement as outlined above. A request for documentation will not be considered as an affirmative response.

If no responses that demonstrate comparable capability are received within fifteen (15) calendar days after publication of this notice, then a sole source acquisition award will be made. Responses to this notice must be sent to Katherine.Bowen@hq.doe.gov.
