Notice of Intent to Sole Source AMAD DAQS Repair

The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order to Sytronics Inc, 4433 Dayton Xenia Rd, Bldg 1, Dayton, OH 45432 (Cage Code: 1EE69) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements.

The Fleet Readiness Center Southwest (FRCSW) has a requirement to service and repair an AMAD E/F test stand. Part #TS763871-001, Serial # 0201 and Sytronics Data Acquisition System (DAQS) Part #1EE69ASSY8096D003, Serial #HY-8096-001. Sytronics Inc. is the Original Equipment Manufacturer (OEM) of the AMAD test system software. This includes the Data Acquisition System (DAQS).

Sytronics owns the proprietary data/rights, source code and control drawings as well as the Professional Turbine Engine Control System (ProTECS) data acquisition and control software. Due to the scope of work, Sytronics is the only vendor capable of repair. For this reason, the government intends to procure these products on a sole source basis from Sytronics Inc (CAGE Code: 1EE69). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES.

However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
