The U.S. Department of Energy, Office of Indian Energy Policy, and Programs(IE) plans to issue a standalone contract to National Conference of State Legislatures (NCSL). NCSL possesses vital knowledge and awareness of IE’s mission to maximize the development and deployment of energy solutions for the benefit of American Indians and Alaska Natives.

This is vital to ensuring continuity in planning and implementing Indian Country Energy and Infrastructure Working Group (ICEIWG) and IE’s Tribal Clean Energy Summit (Summit). The Government intends to award a sole source contract to NCSL. The period of performance for this award will be one (1) year from July 1, 2024, through June 30, 2025. There will be one additional one-year option period after the base period. This is a NOTICE OF INTENT; no solicitation is available for this requirement.

If a firm believes DOE should not pursue this sole source procurement with the NCSL, then interested parties may submit a capability statement, which shall be considered by the agency NO LATER THAN 15 days from posting date via e-mail to Sirron Scott, Sirron.Scott@hq.doe.gov. The written response must include a general statement for the services indicated in this announcement and past performance client information for a similar product.

A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct this requirement competitively in the future. No solicitation is available for this requirement.
