SCOPE OF WORK The Department of Energy’s (DOE) Energy Sciences Network (ESnet), managed and operated by the University of California at Lawrence Berkeley National Laboratory (LBNL), and Fermi National Accelerator Laboratory (Fermilab) network engineering teams have established a plan for WAN connectivity for the Deep Underground Neutrino Experiment’s (DUNE) Far Detector (FD). This site is located at the Sanford Underground Research Facility (SURF) in Lead, South Dakota.

DUNE's resiliency/redundancy requirements (communicated by Fermilab's network engineering team and the experiment stakeholders) are for two (2) 100Gbps circuits that provide geographic and vendor diversity from each other, thus satisfying the requirement that at least one circuit is online at any given moment. This acquisition is also in support of ESnet’s Site Resilience Program (SRP).

The SRP was created to significantly improve the resiliency of ESnet network services by working collaboratively with the ESnet user community to address growing gaps between ESnet users’ needs, based on their mission and enterprise risks, and the resiliency of the ESnet network connections servicing them. Under this acquisition, ESnet is looking to acquire two (2) separate, geographically diverse paths from the existing ESnet backbone into two separate buildings within the SURF complex.

These two paths will have no shared risks and will terminate at different ESnet backbone sites in Chicago, Illinois and Denver, Colorado. For the purposes of this acquisition, resiliency is physical. Each potential subcontractor shall manage the installation and operation of one of two (2) 100 Gbps Wavelength Services between the specified A and Z locations.

Subcontractor shall ensure that the provided service meets all stated technical specifications, provide technical support, and ensure availability of the service throughout the duration of the subcontract. ESnet will require delivery and acceptance of the 100G circuit by June 2027, but not before June 2026.
