Notice of Intent to Sole Source

The United States Geological Survey, Office of Acquisition Grants (OAG) Reston Branch, located at 12201 Sunrise Valley Drive Reston, VA 20192 is issuing this Notice of Intent to inform industry contractors of the Government’s intent to execute a Sole Source Award under FAR Part 13 – Simplified Acquisition Procedures (SAP).

The intended contractor is Microbac Laboratories located at 100 MARSHALL DRIVE WARRENDALE, PA, 15986 This requirement is for analysis of water samples for fecal coliform densities, Escherichia coli bacterial densities (E. coli) and Biochemical Oxygen Demand (BOD5) is support of the Allegheny County Sanitary Authority (ALCOSAN), located at 3300 Preble Avenue Pittsburgh, PA 15233. The requested laboratory is listed as an Accredited Laboratory by the Commonwealth of Pennsylvania Depart of Environmental Protections, which is required by state law for testing or analysis of drinking/potable water, non-potable water (wastewater), and solid or chemical materials.

This work is the second phase of work and by using the same lab will ensure scientific consistency between the previous study and the current study. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(i) allowing the Contracting Officer (CO) to solicit from one source. The proposed period of performance shall be 2 years.

Total estimated value of $38,000.00 The North American Industry Classification System (NAICS) for this requirement is, 541380 Testing Laboratories and Services. The Product of Service Code for this requirement is, B529 Special Studies/Analysis—Scientific Data. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available, and telephone requests will not be honored.

No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
