NOTICE OF INTENT TO SOLE SOURCE (FAR Part 12.102(a) ¿ Restricting competition In accordance with FAR Part 12.102(a) Restricting competition, the United States Fish and Wildlife Service (USFWS), on behalf of the FWS Clark R Bavin National Fish and Wildlife Refuge intends to issue a sole source award to the following contractor: Jeol Solutions for Innovation has extensive experience managing service for the DART TOF MS system for agency clients and thus has the exact skills needed for this project.

Jeol Solutions for Innovation has the proprietary license for the exact types of systems referenced here, has extensive experience managing the DART system repairs and upgrades necessary to keep the analysis and species identification that match our requirements. This is not a solicitation for competitive proposal. No solicitation document is available.

All responsible sources that have determined that they can provide the same products may submit product information and a capabilities statement that speaks to the products the US Fish and Wildlife Services are seeking in this proposed acquisition. All responses are due by June 29, 2026, 5 PM ET and can be sent to Kathy Coltran at kathryn_coltran@ios.doi.gov. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government. The estimated award date is 29 June 2026.
