SPECIAL NOTICE OF INTENT TO AWARD TO A SOLE SOURCE

NOTICE OF INTENT TO AWARD TO A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source, and no other supplies or services will satisfy agency requirements.

The US Fish and Wildlife Service (USFWS) Digital Evidence Recovery and Technical Support, located in Jacksonville, FL, intends to award a firm fixed price, base plus three (3) option-years contract to Magnet Forensics LLC, to furnish: cloud software application which would allow agents to securely and remotely review a subset of the acquired evidence in order to identify items of evidentiary value pursuant to legal process (e.g. search warrants).

Subsequently, the USFWS would be able to incorporate the case agent¿s findings into the original case and create final results sets. One would be maintained at the USFWS in accordance with records retention policy. Additional results sets would be provided to the case agent and the U.S. Attorneys involved in the case. The cloud software will allow review of evidentiary items processed with Magnet Axiom and Cellebrite.

Furthermore, the software application environment will allow for authentication utilizing a Personal Identity Verification (PIV) card through Login.gov. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000.

Interested parties may identify their interests and capability to respond to this requirement within ten (10) calendar days of the publication of this notice. Any response to this notice must show clear and convicting evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.

A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided. The point of contact is:
