The National Institutes of Health (NIH), Clinical Center, Office of Purchasing and Contracts, on behalf of the Critical Care Medicine Department (CCMD), intends to award a firm-fixed-price contract to Philips Healthcare Informatics Inc. located at 4430 Rosewood Drive, Suite 200, Pleasanton, California 94588 for a period of 12 months for licensing and support services required to maintain the Department of Radiology and Imaging Sciences’ Picture Archiving and Communication System (PACS) and Radiology Information System (RIS).
This request is for the purchase of the licensing and support services required to maintain the Department of Radiology and Imaging Sciences’ PACS and RIS. Both the PACS and the RIS are proprietary systems developed and maintained by Philips Healthcare (formerly Carestream Health’s healthcare information systems). Both systems are in daily use by RAD&IS and the Clinical Center for critical patient care.
The Department of Radiology and Imaging Sciences provides imaging services to the NIH Clinical Center’s patients who participate in research protocols conducted by various NIH institutes. Imaging services include X-rays, fluoroscopy, ultrasound, magnetic resonance imaging (MRI), computed tomography (CT), and interventional radiology. Diagnostic services in ultrasound, digital mammography, positron emission tomography/computed tomography (PET/CT), and nuclear medicine are also provided.
All these diagnostic modalities generate clinical images that are sent to and archived on the Department’s PACS. Integral to the PACS is the RIS, which is used by radiologists to create reports that are transferred to the Clinical Research Information System (CRIS). The RIS facilitates daily workflow: orders placed in CRIS flow through the RIS to scanners; acquired studies then move to the PACS where they are reviewed and reported using PACS/RIS software. Final reports are then forwarded to CRIS.
Philips Healthcare is the manufacturer of the integrated PACS/RIS solutions currently in use at the Clinical Center. The PACS and RIS use proprietary software manufactured by Philips Healthcare; only the manufacturer can license, maintain, and service these systems. Philips Healthcare has maintained both systems under contract since 2011. This requirement is for the continuation of Philips Healthcare Vue PACS and Philips Healthcare Vue RIS support services for one year with an option for a second year.
Philips Healthcare is the only vendor capable of providing support services for its proprietary software. This acquisition is being conducted under the policies of FAR Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1). For purchases not exceeding the Simplified Acquisition Threshold (SAT), contracting officers may solicit from a single source if determined that only one source is reasonably available.
Contracts awarded under FAR Part 13 are exempt from the requirements of FAR Part 6 (Competition Requirements). Interested parties capable of providing the same or similar products or services must submit a Capability Statement electronically. Responses will be considered solely for the purpose of determining whether to conduct a competitive procurement.
