In accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Based on the results of both the current and historical market research, a Sole Source Request for Quote (RFQ) was issued in accordance with FAR subpart 13.5, Simplified Procedures for Certain Commercial Items. On 26 June 2025, a Firm Fixed Price contract was awarded to Nlets.

Market research included: historical knowledge of existing contracts, historical and current market research data, lack of qualified responses from a publicly posted SSN, and knowledge which indicates that there are no other entities owned by the states and territories of the United States of America with the ability to provide direct access to the criminal history information repositories.

There are 28 other Federal agencies that utilize this service to connect and to conduct a variety of law enforcement duties and tasks, information sharing as well as other Federal Background Investigation Service providers utilizing this for the background investigations and continuous vetting process.
