Synopsis for Solicitation number N0018924Q0429 (Satellite Datalink Services,) The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Norfolk, VA 23511-3392 intends to award a firm fixed-price contract for a datalink services purchase to align with previously purchased datalink services. The sole source justification will be attached when posted to SAM.gov.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The requirement covers the procurement, installation, and performance requirements for Communication Services and updates for three C-37B Aircraft BUNO"s 166376, 166377, 166378, one C-37A Aircraft BUNO 166375. The Contract Specialist utilized Honeywell Aerospace, Inc. to solicit the requirement. The requirement will be solicited on 10 July 2024. The items that will be procured the requested service is for Satellite Datalink Services, which consists of the following:

Communication Services and updates for the following Commander, Navy Air Force Reserve Fleet Logistics Support Squadron One Aircraft: One (1) C-37A BUNO 166375 and three (3) C-37B Aircraft BUNOs 166376, 166377 and 166378. The Satellite Datalink Service includes the following:

Premium worldwide VHF Datalink communications, Flight Plans, FAXs, Texting, Graphical Weather and Air Traffic Services, EPIC Weather Graphics, Worldwide Satellite Datalink Communications and connection to the ground to enable safety services. Any potential contractor capable of demonstrating that it is qualified to perform the work to the required standards and that wishes to make a competitive quote for the contract should submit a capability statement in beta.SAM.gov.

Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.

The North American Industry Classification System (NAICS) code for this acquisition is 518210 – Data Processing, Hosting, and Related Service. The Size Standard is 40 million. The product service code (PSC) is 7C21- IT and Telecom—Other Data Center Facilities Products (Hardware and Perpetual License Software) The contract length is for an one-year based period, three-year twelve (12) month option periods.
