A class justification and approval (J&A) will be accomplished to award a modification to add a Space Joint Targeting Capability (aka Ion Trail) to the Space C2 Data-as-a-Service (DaaS) Platform Contract FA8806-23-C-0001. Ion Trail is pivotal in enabling capabilities for protection of the United States and it’s allies against emerging threats.

To ensure USSPACECOM and United States Space Force (USSF) missions are protected, this requirement must be acquired for enhanced battlespace awareness and timely operational command and control for many agency requirements. In the future, the Space C2 DaaS effort will be accomplished using Data Software Services (DSS) Multiple Award Indefinite Delivery Indefinite Quantity (MAC IDIQ) Contract.

In accordance with (IAW) FAR 16.5, a Fair Opportunity Proposal Request (FOPR) for Space C2 will be available to the 18 DSS IDIQ Contract Holders only and will not be released to the public. This J&A will be accomplished to cover the requirement from authority to proceed (ATP) to contract completion.and posted on SAM.gov IAW FAR 6.305(a).

(16) Description: The Government intends to purchase term software licenses to allow access to Palantir USG Inc.’s commercial platform also known as (aka) known as “Palantir Platform.” This DaaS Platform will provide the Government access to data ingestion, integration, storage, etc. from disparate sources for use on the tenant platform.

The platform will also provide access, where applicable, to data feeds from external federal agencies and publicly available data. The software platform will provide an immediately available solution on multiple network protocols and promote an efficient, cross-service response. The agency requires the ability to ingest and properly secure sensitive data, which the platform currently provides. DaaS will enable the Government’s users and leaders to make data driven decisions in support of our war fighters. (17) Place of Contract Performance: Space Systems Command (SSC) 483 N.
