The 2nd Range Operations Squadron, Vandenberg SFB, CA intends to issue a sole source procurement action for a service upgrade on (3) FLIR RS6780 Mid-Wave Infared Cameras. Manufacturer will perform camera upgrade by installing a Neutral Density (ND) Filter Wheel on all (3) FLIR RS6780 Mid-Wave Infrared cameras; ND-0, ND-01 and ND-03 filters will be added and manufacturer will complete sensor calibration and system testing at Teledyne FLIR repair/service facility.

Market reasearch indicates that Teledyne FLIR is the sole manufacturer of IR camera parts and is the only contractor qualified to perform installation, testing, and calibration necessary for this upgrade. No other contractors are available or certified to provide this type of service. Manufacturer Warranty becomes void should anyone else (other than Teledyne FLIR) perform this type of service upgrade.

The applicable NAICS for this acquisition is 334511, “Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing”, with a business size standard of 1,350 employees. The proposed contract is for items for which the Government intends to solicit and negotiate with only one source under the Authority of FAR 13.106-1(b) (1). This is a notice of intent to award a sole source action and is not a request for competitive proposals.

However, the Government will consider all proposals received within 7 days of publication of this Special Notice. Firms who want to challenge the sole source determination must submit an interest letter that demonstrates your firm's ability to provide an equivalent supply as described above. Interested parties must provide a rationale as to why they should be considered. Respond to the below point of contact by 7 February 2025, 1300 (PST).

A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. The 30th Contracting Squadron will not reimburse for any costs connected with providing capability information.
