Title: NOAA National Weather Radio Maintenance- Nebraska Sites This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source modification to exercise an option, and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 13.501(a).
The US Department of Commerce (DOC), National Atmospheric and Oceanic Administration (NOAA), Western Acquisition Division (WAD), intends to award a Sole Source, Firm-Fixed-Price type modification for two (2) months by exercising FAR 52.217-8, Option to Extend Services (NOV 1999) to the Executive Office of the State of Nebraska (EOSN) using the procedures in FAR Part 13 for maintenance services critical to the operational needs of the National Weather Service’s (NWS) National Weather Radio (NWR) All-Hazard Radio.
The North American Industry Classification System (NAICS) code for this acquisition is 811210 with a business size standard of $34 million. NOAA’s Weather Radio NWR All- Hazards network is one of the primary means that the NWS disseminates its weather forecasts and severe weather warnings. In Nebraska, NWR transmitters are located primarily on EOSN broadcast sites, including other public and private broadcast towers.
The broadcast towers are housed at strategic geographic locations to allow the NWS to maximize its network of NWR broadcast coverage throughout a large portion of the state of Nebraska. The Broadcast towers are mostly located in remote areas and provide an advantage for both above mean sea level and telecommunication line of sight perspectives.
EOSN provides NWS’s Central Region with routine (preventative) and non-routine (corrective) maintenance services of NOAA Weather Radio Transmitter Systems for twenty-four (24) sites within the state of Nebraska.
These services include physical site security, transmitter suite space for NWS transmitters, tower attachment space, maintenance of tower grounds, transmitter buildings and broadcast towers as well as maintenance of transmitter site facilities to ensure outages and repairs due to malfunctions are acted upon expeditiously. The intent of this synopsis is for informational purposes only and is NOT a request for competitive proposals.
However, responsible parties may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit information are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored.
A determination by the Government not to compete this proposed option modification based upon responses to this notice is solely within the discretion of the Government. This synopsis is published for informational purposes only. The Government does not intend to pay for any information received in response to this announcement. Interested vendors shall respond to this notice with their capability statement no later than Friday, June 27, 2025 @ 2:00pm PDT.
