FEMA intends to award a sole source contract to DRS Global Enterprise Solutions, Inc. for the continuation of contingenecy satellite services. FEMA will be competing this requirement and awarding a contract in FY25 however with hurricane season approaching and the transition between the incumbent, DRS, and potentially a new contractor, a longer transition between the current contractor and a new contractor is anticipated.
The Government's acquisition strategy for the new contract is to solicit to small businesses however when this acquisition strategy was determined, the transition period was not taken into consideration. The Government is now estimating a longer transition period than initially expected. Therefore, FEMA needs to bridge the current contract to allow satellite support during the hurricane season and provide an adequate transition time between the outgoing and incoming contractors.
The sole source justification is based on FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The incumbent, DRS, is the only contractor that is able to transition services to the incoming contractor as FEMA is currently using their network. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Statement of Objectives for the recompete is attached to this sole source announcement.
