Defueled Ex-Enterprise (CVN 65) Dismantlement and Disposal Pre-Industry Day Announcement

Naval Sea Systems Command (NAVSEA) will hold a Pre-Solicitation Industry Day conference at Maritime Plaza I, located at 1201 M St SE, Washington, DC USA 20003 on 06-07 March 2024. The event will begin at 0900 EST and end at 1600 EST. The meeting will be hosted by NAVSEA Headquarters SEA 02 Contracts Division for the purpose of discussing the Ex-Enterprise (CVN 65) Dismantlement and Disposal Request for Proposal (RFP).

The Pre-Solicitation Industry Day will begin with a Government presentation from 0900 – 1100 that will discuss the scope of work, regulatory framework, security, and access requirements. The Government will review shipyard and CVN 65 access requirements as well as information security processes previously provided in the 03 Jan 24 Dismantlement and Disposal Ship Document Online Portal announcement.

Lunch break from 1245 – 1345 From 1345 – 1600, the Navy will allow for one-on-one sessions for those companies interested in discussing questions, concerns, and suggestions relative to the RFP, anticipated for release May 2024, proposal submittal August 2024, negotiations January 2025, and award April/May 2025. Sessions will be 20 minutes in length. Companies interested in participating in a one-on-one session shall notify Mr. Robert Whitlow in their RSVP, as instructed below.

NAVSEA requests that companies interested in attending the CVN 65 Dismantlement and Disposal Pre-Solicitation Industry Day submit company names and attendee lists no later than 2 PM EST, 21 February 2024 via e-mail to Mr. Robert Whitlow, Contracting Specialist (robert.c.whitlow.civ@us.navy.mil). Attendees shall limit to four (4) people per team, U.S. Citizens only. The subject line of the RSVP email should read: CVN 65 Pre-Solicitation Industry Day RSVP from (Company Name).

The body of the email shall include each attendee's name, position/title, email address, phone number, indicate whether they have a Common Access Card (CAC) or military ID, and indicate whether they wish to participate in a one-on-one session. Companies are encouraged to submit any additional questions via email to Mr. Robert Whitlow no later than 22 February 2024, for the briefing to be as informative as possible. All questions and answers will be provided by 29 March 2024 on the Sam.gov website.

In accordance with FAR 15.201(e) responses to this notice are not offers and cannot be accepted by the Government as a binding contract. This notice is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Respondents are wholly responsible for any costs or expenses associated with submitting a response. No reimbursement will be made for any costs associated with providing information relating to a response.

Respondents will not be notified of the results of this notice. The information obtained from submitted responses may be used in the development of an acquisition strategy. Not responding to this RFI does not preclude participation in any future RFP, if issued.
