NOTICE OF INTENT (NOI): This is an NOI to award a sole source contract and is not a request for competitive quotes or proposals. NOI to Sole Source to MVL USA INC, a small business concern.

The U.S. Army Corps of Engineers (USACE), Transatlantic Expeditionary Division (TAE) anticipates modifying contract W912ER20D0002 to add FAR Clause 52.217-8, Option to Extend Services, extending the contract up to an additional six months to allow continuity of services while USACE TAE reprocures and awards a new JOC using FAR Part 15 competitive procedures. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.

Should the Government determine that it is in its best interest to not compete this requirement, a Justification and Approval for Other Than Full and Open Competition using FAR Part 6 will be prepared for the additional six months of service under contract W912ER20D0002.

CONTRACT SCOPE: This JOC is an indefinite-delivery/indefinite-quantity (IDIQ) type contract used for SRM projects at installations throughout Kuwait. The JOC includes a comprehensive collection of detailed repair, maintenance, and minor construction task descriptions or specifications, units of measure, and pre-established unit prices for each of these discrete tasks as described in the JOC Unit Price Book.

TYPE OF CONTRACT: The existing JOC is a firm-fixed-price IDIQ Single Award Task Order Contract.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS): 236220 – Commercial and Institutional Building Construction SMALL BUSINESS SIZE STANDARD: $45 million PRODUCT SERVICE CODE: Y1JZ – Construction of Miscellaneous Buildings PLACE OF PERFORMANCE: Military bases throughout the State of Kuwait. This notice does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities.

The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.

Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to Nikisha.W.Cook@usace.army.mil no later than 31 December 2024, 4:00 p.m. Arabian Standard Time. At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package. As noted above, this NOI is issued solely for information and planning purposes only and does not constitute a solicitation. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. PROPOSALS RECEIVED AS A RESULT OF THIS NOTICE WILL NOT BE ACCEPTED OR EVALUATED.
