Combed Cotton

Title: Sources Sought for COMBED COTTON Defense Logistics Agency Troop Support (DLATS), Clothing & Textiles (C&T) Directorate, is conducting research to determine industry capabilities for Combed Cotton. This is a Sources Sought notice only and not a solicitation for proposals. This announcement is considered Market Research in accordance with FAR 10. DLA is the Defense Department’s principal buyer of multiple items within the Clothing & Textile industry that uses Combed Cotton.

Numerous item specifications require Combed Cotton as a component in a wide variety of items purchased by DLA Troop Support. The primary purpose of this announcement is to identify potential sources with domestic manufacturing capabilities of Combed Cotton. This announcement also seeks to determine the availability of Combed Cotton production capacity, limitations and challenges.

Domestic sources Combed Cotton with domestic manufacturing capabilities are preferred in accordance with DFARS 252.225-7012 Preference for Certain Domestic Commodities. All potential sources will be a U.S. based company and in accordance with the exact requirements found in the specification. Additional market research may be conducted prior to posting any solicitation.

The Government will not pay for any information received in response to this Sources Sought, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This Source Sought does not constitute a commitment from the Government and any information provided in response to this Sources Sought will be used for informational purposes only. Any proprietary information submitted will be protected if appropriately marked.

Fill in the request for the Technical Package requirements needed and under Special Instructions annotate “URGENT – MARKET RESEARCH – EXPEDITE." The applicable North American Industrial Classification System Code (NAICS) is 313210 Broad woven fabric mills, textile fabrics. Small business size standards matched to industry NAICS codes are published by the Small Business Administration and are available at http://www.sba.gov/content/table-small-business-size-standards.

Contractors must be registered with the Central Contractor Registration (CCR) at System for Award Management (SAM) http://www.sam.gov to be eligible for an award. Representations and certifications must also be on record.
