Sources Sought: THIS IS NOT A REQUEST FOR QUOTATIONS OR PROPOSALS. THIS IS FOR INFORMATION AND PLANNING PURPOSES ONLY! This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

The Federal Deposit Insurance Corporation (FDIC) is conducting market research for a software maintenance and support for IBM Enterprise Software and Services Option (ESSO) Monthly Licensee Charge (MLC) and Assembly Language Coding (ALC) software for the FDIC mainframe operating system and related programs.

Project Information: The estimated value between $900,000 - $1,600,000 The anticipated duration of the requirement is 1 – year (365 days). Reponses to this Sources Sought: Interested sources capable of fulfilling these requirements may submit the requested information below. If responses include business confidential and/or proprietary information, the information must be clearly marked accordingly, and the FDIC will safeguard it appropriately.

Reponses to this Sources Sought request should reference " IMB zOS Requirement" and shall include the following information in this format: Company name, address, point of contact name, phone number, and email address. Unique Entity ID, Contractor and Government Entity (CAGE) Code. GSA contract number, if applicable. Size of business – Large Business, Small Business, Small Disadvantaged, 8(a), Hub-zone, Woman-owned and/or Service-Disabled Veteran-owned. A copy of SAM.GOV active registration.

Must reflect Commercial and Government Entity, and Reps/Certs. White paper (Word or PDF format, 12-point, Times New Roman font, no smaller than 1-inch margins, and no more than 5 pages outlining the market or company’s ability to meet IMB zOS Requirement. See Supplies and Services descriptions in the attachment. a. Additionally, the white paper should include capability statement displaying the contractor’s ability to provide the products or services, to include past performance information.

If past performance information is provided, please include only relevant past performance on the same/similar work within the last 5 years. Please also include in past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this Sources Sought.

3. In addition to the white paper, 1 PowerPoint or PDF chart (quad chart desired) may be submitted which summarizes capabilities, risk mitigation(s), any available estimated pricing, etc. At this time, the Government is not looking to conduct any clarification or discussion sessions.

NOTE: All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database. The website for registration is www.sam.gov. All responses to this notice are to be submitted by 12:00 PM Eastern Standard Time, on Thursday, May 22, 2025. Responses will be accepted via electronic means only to hamjackson@fdic.gov.
