BAA Compliant Pin-Based LED Retrofit Kits and Pin-Based LED Lamps

GENERAL NOTICE: This is a Sources Sought Notice for BAA compliant, Pin-Based Light-Emitting Diode (LED) Retrofit kit and pin-based LED lamps. This notice is for information purposes only and IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Huntsville Center, requests capability statements from manufacturers / vendors concerning the availability of pin-based LED retrofits that satisfy the requirements described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE.

GENERAL INFORMATION: Responses are to be sent via email to Tina.D.Riley@usace.army.mil (phone 256-895-7796) no later than 2:00 p.m. Central Standard Time 01 August 2024. GENERAL REQUIRMENTS: The US Army Corps of Engineers, Huntsville Center, is seeking pin-based LED retrofit kits and pin-based LED lamps that meet the following five (5) LED lamp requirements: 1L 9W Horizontal / Vertical Type A G24Q 4-PIN LED – 1000LM 1 Lamp Horizontal 13W G24Q LED and Lutron Driver Retrofit – 1000LM.

2 Lamp Horizontal 26W G24Q LED and Lutron Driver Retrofit – 2000LM. 1 Lamp Vertical 13W G24Q LED and Lutron Driver Retrofit – 1000LM. 5.5W Horizontal Hybrid 2-PIN GX23 LED – 620LM. Products will be used as a part of a comprehensive retrofit lighting solution for existing compact fluorescent fixtures and must be compatible with the existing Lutron Ecosystem.

In addition to meeting the requirements indicated above, the pin-based LED retrofit kits and pin-based LED lamps shall comply with the Buy American Act (BAA) or be an eligible product (as definted in Federal Acquisition Regulation (FAR) 25.003 Definiitions) compliant with Trade Agreements Act (TAA). The BAA provides a preference for domestic construction materials mined, produced or manufactured in the United States as defined in the FAR Clause, "Buy American Act - Construction Materials" (FAR 52.225-9).

For construction contracts exceeding $6,708,000, the Buy American Act restrictions are waived for designated country construction materials as defined in FAR 52.225-11, "Buy American Act - Construction Materials Under Trade Agreements." The TAA allows for the provision of eligible products from countries that have signed an international trade agreemnent with the USA, or that meet certain other criteria, such as being a least developed country. Offers shall provide evidence of TAA compliance and state country of origin for items sources from other than the USA.

SUBMISSION REQUIREMENTS: Manufacturers and/or suppliers responding to this announcement shall verify that units satisfy the general requirements indicated above. A catalog cut of the units with technical specification demonstrating this shall be included. In addition, please provide cost and place of manufacture for each unit. Responses should be submitted to the indicated point of contact with company name, address, and point of contact including email address. Responses must be received no later than 2:00 p.m. Central Standard Time on 01 August 2024.
