Justification & Approval for Energy Savings Performance Contracts (ESPC) Services, Energy Program, ESPC III Multiple Award Task Order Contract (MATOC)

The purpose of this Class justification is to obtain approval to extend the existing Energy Savings Performance Contract (ESPC) III, Multiple Award Task Order Contract (MATOC) ordering period by three years (from 8 May 2025 to 7 May 2028). As a result, the MATOC capacity will increase by $43,900,000 (from $1,500,000,000 to $1,543,900,000). The current MATOC ordering period is 10-years (five year base and a five year option ordering period).

The MATOC is firm-fixed-price and was competitively awarded on 8 May 2015 to 14 contractors (see Table 1 below). The award was made to 13 large businesses and one small business. However, the small business was bought out by a large firm (Pepco Energy) and four small businesses were later on ramped.
