McConnell AFB Intent to Sole Source ESINet to AT&T

The 22nd Contracting Squadron, McConnell AFB, KS intends to award a sole source purchase order to AT&T. AT&T will provide ESINet services to allow McConnell’s connection to Kansas’s NG911 network.

APPLICABILITY OF AUTHORITY: This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.106-1(b)(2), Utilizing the procedures in FAR 13.501(a)(ii). This requirement can only be fulfilled via AT&T. In February 2015 the state of Kansas awarded the NG911 contract to AT&T for ESINet services.

As MAFB is just one point in the entire ESInet network, AT&T is the only source capable of fulfilling the requirement as no other provider can integrate MAFB into the existing network. Only one source is capable of providing the services required. This notice of intent is not a request for quotes and no solicitation document exists for this requirement.

However, parties responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product, and an expressed written intent to submit a quote. All capability statements received within the response due date of this notice will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Statements are due by 14 November 2024 at 02:00 PM CDT.
