Extra High Voltage (EHV) Hotstick/Barehand/Rope Access Training

Extra High Voltage (EHV) Hotstick/Barehand/Rope Access Training Western Area Power Administration (WAPA), Desert Southwest Region (DSWR), hereby gives notice of intent to award a contract to James Mcdonald dba Powerline Training Consultants, LLC, on a sole source basis utilizing FAR Part 13, Simplified Acquisition, implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

WAPA DSW has a requirement to source a qualified Contractor to provide 50 hours of training on Extra High Voltage (EHV) Barehand, Hot stick, and Rope Access Training for certification. The contractor must provide a trainer who is a Journeyman Lineman, extensively documented barehand experience, extensively documented EHV hot stick experience, and extensively documented rope access experience on energized conductors.

This is NOT A REQUEST FOR COMPETITIVE QUOTES OR PROPOSALS; however, the Government will consider responses from all responsible sources received within seven days after date of publication of this notice. Offerors that believe they can fulfill the requirements of this order shall submit their capability statement to sigl@wapa.gov no later than the response time set forth in this notice. Responses must be supported with clear and convincing evidence to clearly be able to provide the service outlined in this notice.

Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the WAPA DSW. The Government will not be responsible for any costs incurred by responding to this notice.
