Notice of intent to solicit and negotiate with only one source (Sole Source). The U.S. Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of Acquisition, in support of CBP Operations Support (OS) and Emergency Management Division (EMD) proposes to enter into a contract on the basis of other than full and open competition to acquire three (3) Heavy Duty Tactical Communications Trailers (TCTs) and Antenna from: NOMAD Global Communication Solutions, Incorporated (NOMADGCS) P.O.
Box 65 Kalispell, MT 59903 UEI: ESY3CTEH56A7 The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a) implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements".
This requirement encompasses the engineering, manufacturing, and delivery of three Nomad-built TCTs along with the integration of a technology upgrade into the existing Nomad TCV-MAX specialty vehicle platform. Both the TCTs and the upgrade must interface with Nomad’s proprietary Nomad Total Command™ (NTC) safety automation and tracking system to ensure full interoperability, operational reliability, and mission effectiveness.
These platforms and integrated systems are critical to U.S. Customs and Border Protection’s Watch mission, providing real-time situational awareness, automated monitoring, and secure communications to detect threats, safeguard personnel, and protect events, infrastructure, and borders across the United States. It has been determined, via this notice, and is in the Government’s sole discretion, not to compete this contract action. This notice of intent is not a request for competitive quotes.
This synopsis does not constitute a solicitation, however all responsible sources that believe they can meet the requirements may submit a capability statement, which will be considered. Interested parties shall be required to provide a capability statement which would demonstrate how they can potentially meet the requirements described above.
The Government will review any submittals received in response to this notice prior to 12:00 pm Eastern Time on September 24, 2024. All documentation must be submitted via email. Phone calls will not be accepted. The Government will not be responsible for any costs incurred in the preparation of responses to this announcement. This is the only notice that will be issued for these.
A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. In accordance with FAR 6.305(a), a Justification as required by FAR 6.303-1, shall be made publicly available within 14-days post contract award.
