Notice of Intent - Headset Kits

The 766th Enterprise Sourcing Squadron (ESS) at Joint-Base Pearl Harbor-Hickam (JBPHH), Hawaii, intends to award a firm fixed price, sole source purchase order to FLIGHTCOM, CORP, 17600 SW 65th Ave – Lake Oswego, OR 97035, under the authority of FAR Part 13.106-1(b)(1). The contract action is to purchase a 5-user wireless headset system. No manufacturers have been found who can provide a product that can meet the specifications.

The statutory authority permitting other than full and open competition for this simplified acquisition is FAR 13.106-1(b)(1)(i). This notice is not a request for competitive quotes and no solicitation is available. The circumstances of this contract action deem only a sole-source is reasonably available to fulfill the stated requirement. A signed Brand Name Justification is attached.

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No request for proposals or quotes will be issued based upon this Notice of Intent.
