PURSUANT TO FAR OVERHAUL 5.101(a), THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE PURCHASE ORDER TO USGBF NSF, LLC (UEI EYWQCYTNLJ28) AS LESSOR OF BUILDING FOR ELECTRICAL SERVICES The U.S. Department of Housing and Urban Development, Office of Administration, intends to award a sole source purchase order to USGBF NSF, LLC (Lessor) to provide electric services on a 24/7 basis to the building life safety emergency electrical panel for HUD-dedicated systems beyond base lease obligations, including HUD’s mission critical computer room and CER equipment.

HUD Headquarters, located at 2415 Eisenhower Avenue, Alexandria, VA is leased through the General Services Administration (GSA), which holds an exclusive lease agreement with Lessor. Per the lease, rent does not include electric service, therefore HUD is required to reimburse the Lessor for HUD’s electrical usage of the shared emergency electrical panel at the HUD Eisenhower Headquarters, Alexandria, VA. The period of performance will be 12 Months.

In accordance with FAR Overhaul 12.102 (a), for acquisitions valued at or below the simplified acquisition threshold, the Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available as there is only one Lessor. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Contracting Officer not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.

All information submitted should support the offerors’ capability to provide the services required and shall be furnished at no cost or obligation to the Government.

The primary North American Industry Classification System (NAICS) code is 531120 (exception), Leasing of Building Space to the Federal Government by Owners with a small business size standard $47.0M. Any information received will be treated as market research information for future (same or similar) requirements.
