Notice of Intent to Sole Source License Plate Readers

The 30th Contracting Squadron (30 CONS) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Quantico Tactical for the purchase of License Plate Readers with cloud based operation and data storage for three (3) Installation Access Points. Advanced License Plate Reader (ALPR) System and installation across three (3) access points on Vandenberg Space Force Base. ALPR Systems include cellular network communications and cloud-based data storage. This is not a request for proposal or quote.

Vandenberg Space Force Base requires cloud-based server capabilities to operate and maintain the data received and stored effectively and securely. Efforts to obtain quotes from other vendors have been initiated through other sources from 30 March through 5 April with none received. This acquisition is being conducted under FAR 13.106-1. There are no set-aside restrictions for this requirement.

The intended procurement will be classified under North American Industry Classification System (NAICS) 423410 with a Small Business Size Standard of 200 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. All, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same item and or service.

All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
