This is a notice of intent, not a request for proposals. A solicitation document will not be issued and proposals will not be requested. HHS, SUPPLY SERVICE CENTER, PERRY POINT, MARYLAND, intends to award a Firm-Fixed Price Contract to ThermoFisher-Life Technologies, 5791 Van Allen Way, Carlsbad, CA 92008 to provide AB 7500 Fast Dx instrument services. The proposed contract action intended use is by public health/BioWatch laboratories located across the country.
The proposed contract action is for The Department of Homeland Security. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05. The associated North American Industry Classification System (NAICS) Code is 325414. Interested vendors may identify their interests and capabilities to the requirement no later than 9:00 am EST, February 28, 2024 by email only to leslie.lucas@psc.hhs.gov (NO PHONE CALLS).
The Government will consider all responses, but a determination not to compete this action is solely under the discretion of the Government. This action is under the authority of 41 United States Code (U.S.C.) 253(c) (3)(B) as set forth in Federal Acquisition Regulation (FAR) 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements).
The U.S. Department of Homeland Security (DHS) requires AB 7500 Fast Dx instrument service contracts to support daily sample screening, verification testing (as needed), reagent quality control and Quality Assurance program sample analyses. DHS requires a bulk purchase of instrument service contracts to ensure instrument performance, quality assurance, quality control, and cost objectives.
The testing performed using the 7500 Fast Dx instruments supports an early warning DHS biodetection system used to help identify bioterrorism events. Department of Homeland Security (DHS) requires AB 7500 Fast Dx instrument service contracts to support daily sample screening, verification testing (as needed), reagent quality control and Quality Assurance program sample analyses.
DHS requires a bulk purchase of instrument service contracts to ensure instrument performance, quality assurance, quality control, and cost objectives. The testing performed using the 7500 Fast Dx instruments supports an early warning DHS bio-detection system used to help identify bio-terrorism events. ThermoFisher -Life Technologies is the Sole Proprietor of the AB 7500 Fast DX Instruments.
The qualifications for performing the required services on the AB 7500 Fast Dx instrument are only met by ThermoFisher-Life Technologies-approved field service engineers. Use of any other company/vendor/service provider other than ThermoFisher-Life Technologies-approved personnel would void the service contract of the instruments. These instruments also have FDA-compliant software that provides traceability and audible records, which is required by the BioWatch program.
