Notice of Intent to Sole Source for NTT Data Federal Services INC.

The U.S. Department of Justice, Drug Enforcement Administration intends to award a sole source bridge contract to NTT Data Federal Services INC for Information Systems Security Services and Support for DEA’s Enterprise IT systems. These services are vital to DEA’s operational mission and cannot be transitioned to another vendor in the abbreviated timeframe. All communication regarding this posting shall be in writing and be received by the archive date of this notice.

The proposed contract is for overall security, confidentiality, availability and integrity of DEA’s mission-critical IT resources while improving DEA’s security posture and ensuring compliance with US Government, Department of Justice (DOJ), and DEA mandates including cybersecurity performance metrics and continuous monitoring, vulnerability and compliance, penetration testing, account management, cloud computing, DeveSecOps, security engineering and testing, mobile computing and threat management, wireless security, supply chain risk management, operational support and IT security policies and procedures which the Government intends to solicit and negotiate only with NTT Data Federal Services INC. Inc. In accordance with Competition in Contracting Act 41 USC 253(c)(1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source, and no other supplies and services will satisfy agency requirements.

Justification for the determination is attached. The Government anticipates the award of a labor hour bridge contract. A determination by the Government not to open the requirement to competition based on the response to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotation. A Request for Quotation (RFQ) for Request for Proposal (RFP) is not available.
