Number M&E/S/24-01 Procurement Method Quality and Cost-Based Selection (“QCBS”) Type of Procurement (goods, works or services as applicable) Consultant Services Accountable Entity Millenium Challenge Account-Lesotho II Authority Publication Date 19th August 2024 Submission Deadline 2:00 pm SAST (GMT+2), on 3rd October 2024 The Accountable Entity, Millennium Challenge Account-Lesotho II Authority (“MCA-Lesotho II”), has received financing from the Millennium Challenge Corporation toward the cost of Monitoring and Evaluation (M&E) and intends to apply part of the proceeds toward payments under the contract for Data Quality Review Consultant.

MCC’s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. So, when a contract is signed with an Accountable Entity, money is already available to the Accountable Entity and, for most contracts, invoices are paid directly to Offerors by the US Treasury. MCA-Lesotho II now invites offers from eligible offerors for the Consultant to undertake Data Quality Review (DQR).

Offers are not required to be password-protected but may be protected at the Offeror's discretion. Bidding will be conducted through the Quality and Cost-Based Selection (“QCBS”) procedures as specified in the MCC Procurement and Policy Guidelines (PPG) and is open to all eligible offerors as defined in the PPG. Offerors interested in submitting an Offer must express their interest by completing the registration form available at: https://forms.office.com/e/EAkhC32eYu.

This will ensure the Consultant receives the RFO, updates, clarifications and/or addendums regarding this RFO from the Procurement Agent. Offers must be delivered electronically and, in the manner, specified in the PDS ITC 17 C) on or before 2:00 pm SAST (GMT+2), on 3rd October 2024. Late offers will be rejected.

Offers will be publicly opened in the presence of the offerors’ designated representatives and anyone who chooses to attend in a ceremony that is a completely an online event, and that can be attended by using the Microsoft Teams meeting on 2:30 pm SAST (GMT+2), on 3rd October 2024. All offers will not be accompanied by a Bid Security.
