Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Office of Acquisitions Management Services (OAMS) sole source to:

West Publishing Corporation 610 Opperman Dr Eagan, MN 55123-1340 The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) awarded a sole source contract to West Publishing Corporation for subscriptions to online legal research to:

1) Research case law, statutory language and administrative regulation on suspension and debarment cases;

2) Research relationships among various public and private companies and individuals to determine whether imputation or affiliation actions are necessary;

3) Support courier, retrieval and reproduction of local, county, city, state and district documents related to charge, arrest, litigation and legal research; and, 4) Provide access to real-time property and business records. Westlaw is the only responsible source that can respond to HHS’s unique requirements. Westlaw's proprietary search capability is a necessary feature for current requirements.

FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. This is not a solicitation for competitive proposal. No solicitation document is available.
