Semion 2500 V4 Multi System Ion Energy Analyzer w/Support or its Equivalent

Kindly participate in an “FFP” (Firm Fixed Price) RFQ by Brookhaven Science Associates, LLC (herein known as “BSA”), operator of Brookhaven National Laboratory (BNL) under a Prime Contract (DE-SC0012704) with the U.S. Department of Energy (DOE) herewith solicits your quote for a Semion 2500 V4 Multi System Ion Energy Analyzer w/Support or its Equivalent as outlined in the Draft Purchase Order (Enclosure A). *All freight fees are to be included in the overall pricing, not as an additional line item on the quote (DEST). Please provide the following on your quote:

1. Country of Origin (COO) 2. Unique Entity Identifier (UEI)

3. Lead Time Insurance: ** Upon award, in accordance with Article 6 (Page 6) of the attached “BSA Supplemental Terms and Conditions for Work by Contractors On Site at Brookhaven National Laboratory”. Prior to coming on site to perform work, the certificate must remain in effect for the duration of the subject contract and must be filed with BNL Procurement & Property Management Division.

2. Foreign Suppliers: Complete the attached AMS Form-50 (Enclosure B) *To be returned with Quote. *Upon Request the attached W-8 & Bank Information Sheet will be required upon an award only.

3. System For Award Management (SAM): In order to support DOE reporting requirements, BSA requires all its vendors/contractors to be registered in the U. S. Government supplier database entitled System for Award Management (SAM) with their Unique Entity ID number (UEI#). Registration can be performed online at www.sam.gov. If not already registered, please register as soon as possible since failure to do so may preclude BSA from doing business with your organization.

Please note that there is no charge for SAM registration. When registering, you are strongly urged to copy and paste www.sam.gov onto your browser address rather than utilizing your search engine. Utilizing your search engine may redirect you to an erroneous site.

You may obtain assistance in completing your registration by contacting the Federal Help Desk at 866-606-8220 or by contacting your local Procurement Technical Assistance Center (PTAC), which can be found at https://www.aptac-us.org *Foreign vendors are not required to be registered in SAM but must complete and return the attached AMS-Form-050 (Enclosure B).

4. Equivalent Guidelines: The parts or model numbers are listed for reference purposes only. Any alternate products being offered shall have equivalent, or greater, performance parameters to those specified. Suppliers that are offering alternate products shall list the manufacturer, model, and part numbers for the product. When quoting an alternate product, please provide sufficient documentation to permit thorough evaluation of the equivalency of your offer to the product specified.

BSA reserves the right to determine equivalency. This will be the only notification made requesting such solicitation for this RFQ.
