The Centers for Disease Control and Prevention (CDC) intends to award a sole source, firm fixed price contract to Information Management Services for NPCR Dataset IT Service. CDC’s National Program of Cancer Registries (NPCR) utilizes the software product SEER*Stat for data evaluation and statistical calculations; i.e., cancer incidence and mortality age-adjusted rates; survival, prevalence, projection estimates, and joinpoint.

The SEER*Stat software was developed by the National Cancer Institute, under contract with Information Management Services, Inc. (IMS), and is the method by which official Federal statistics on cancer are generated. This is also the primary statistical software used in each state cancer registry and researchers. Even though the software is publicly available, the mechanism for hosting network-based databases (loading and deleting databases and providing restricted user access) is maintained by IMS only.

Access to the SEER*Stat network system is not available by any other vendor. The SEER*Stat network system is required to allow restricted access by multiple CDC users as well as approved researchers from outside CDC. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 12.102(a) (FAR Overhaul) and 41 U.S.C. 3304(a)(1).

The North American Industry Classification System code for this procurement is 541512 - Computer Systems Design Services. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals; however, all responses received within fifteen (15) days of the issuance of this notice will be considered by the government.

A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
