The United States Patent and Trademark Office (USPTO) seeks a computer test administrator (CTA) capable of administering computer-based multiple-choice examinations and review sessions by individuals who failed those examinations. The CTA shall provide all the necessary resources, including a registration examination administration system, a review session administration system, automated systems, test centers, and personnel to administer tests and review sessions on behalf of USPTO.
The CTA will also assist subject matter specialists at USPTO in developing sound, legally defensible, computer-based examinations and test forms. The CTA shall provide and maintain a minimum of 53 operational, geographically dispersed testing centers, with at least one testing center in each state of the United States, Puerto Rico, Guam, and the District of Columbia. The testing centers shall have business hours that are convenient for the public every day except federal holidays.
This is a no cost multi-year contract. This requirement utilizes NAICS code 611710 and has a period of performance of five years from date of award. The subject requirement is being procured using the Alternative Competition Method in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act 35 U.S.C. § 2(b)(4)(A). Per PTAG 6.1.1(a) the Contracting Officer conducted market research by posting a RFI and a draft Statement of Work (SOW) to SAM.gov, which remained open for 15 days, and resulted in two responses providing capability statements which were reviewed as part of Market Research. Following a subsequent in-depth capability review along with additional market research, the USPTO has determined that Personnel Decisions Research Institutes, LLC (PDRI) is the vendor most likely to successfully meet the Agency’s needs.
A solicitation will be sent to PDRI. This notice of intent is not a request for competitive proposals nor will a solicitation be issued to the public.
