2024 SPP Conference 16-18 APR 24 in Henderson, NV What is the State Partnership Program (SPP)? • A Joint Department of Defense (DoD) security cooperation program managed by the National Guard Bureau, executed by the geographic combatant commands (CCMDs), and sourced by the National Guards (NG) of the U.S. States and territories • Links a State’s NG with a partner nation’s military, security forces, and disaster response organizations in a cooperative, mutually beneficial relationship SPP Mission - Title 10 Section 341... "to support the Security Cooperation objectives of the United States..."

What is Security Cooperation? Security Cooperation is all DoD interactions with foreign defense establishments to build defense relationships that promote specific U.S. security interests, develop allied and partner nation military and security capabilities for self-defense and multinational operations, and provide U.S. forces with peacetime and contingency access to allied and partner nations. This also includes DoD-administered security assistance programs.

(DODD 5132.03) The National Guard Bureau-J5 will host the 2024 Annual State Partnership Program (SPP) Conference at the Westin Lake Las Vegas (101 Montelago Blvd, Henderson NV, 89011) on April 16-18, 2024. The SPP Conference will bring together all 54 SPP Directors/Coordinators and Senior Leaders in an effort to develop innovative solutions to pressing challenges, assisting our Partner Nations. The conference is intended for SPPDs, Interagency members, Foreign Partners and personnel involved in and supporting SPP.

Industry events will be Tuesday and Wednesday, April 16 & 17.
