THIS IS A NOTICE OF INTENT TO AWARD A BRAND NAME ONLY CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the United States Army Medical Research and Development Command (USAMRDC) Enterprise Information Technology Project Management Office (eIT PMO) located at Ft. Detrick, MD to negotiate a brand name only requirement in accordance with (IAW) FAR 6.302-1(c).

The requested item is peculiar to a brand name product by one manufacturer. Currently, the Oracle Argus software is the only known product able to satisfy the eIT PMO minimum essential characteristics (MECs) for meeting regulatory reporting deadlines and global requirements. This will support the USAMRDC eIT PMO’s requirement for the renewal of the Oracle Argus software licenses & annual maintenance.

The Oracle Argus software is used by the eIT PMO to help collect, code, analyze and report adverse events, as well as meet regulatory reporting deadlines and global requirements. Also, it provides a fundamental building block for efficiency capturing and managing adverse event report data across the full product life cycle. This requirement will be solicited as a 100% small business set aside. Currently, the Oracle Argus software is the only known product able to satisfy the eIT PMO MECs.

Procurement of any other software would not be sufficient in meeting the needs of eIT PMO and would be detrimental to the mission requirements of USAMRDC. The North American Industry Classification System (NAICS) for this requirement is 513210, Software Publisher Research and the PSC Code is 7K20 – IT and Telecom – Storage Products (Hardware and Perpetual License Software). This announcement fulfills the synopsis requirements under FAR 5.102(a)(3) and 5.203(a).

USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as a brand name only requirement for the procurement of Oracle Argus Software licenses and support.
