Notice of Intent to Sole Source - All States Legal Update A/V Equipment and Conference Space

The National Guard Bureau intends to award a firm-fixed-price, purchase order on a sole-source basis to the Royal Sonesta in Houston, TX for A/V equipment and conference space during the National Guard Bureau, Office of the General Counsel All-States Legal Update, which will last from 10 - 14 March 2025. The Government intends to negotiate with only one (1) source under the authority of FAR 13.106-1 for purchases not exceeding the Simplified Acquisition Threshold (SAT).

There are time and location constraints associated with this requirement that cannot be changed. The Royal Sonesta has been authorized under the process detailed in the Chief of the National Guard Bureau Instructions (CNGBI) 8100.01, National Guard Conference Policy, CNGBM 8000.01, Action Officer’s Guide to Planning Conferences and Exempt Events, and CNGBN 8100, Interim Guidance to CNGBI 8100.01.

This notice of intent is not a request for competitive quotations; however, per FAR 5.207(16)(ii), all timely responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government.
