Notice of Intent to Award Sole Source Extensions

The Regional Support Branch of the Worldwide Division within the Office of Acquisition Management (AQM), on behalf of The Department of State, located at 1200 Wilson Blvd, Arlington, VA 22209 intends to extend the following Tasks Orders to 31 March 2025 on a sole source basis under the authority of FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements” to Amentum Services Inc: IDIQ Contract SAQMMA-13-D-0120; Task Orders SAQMMA-14-F-0721, SAQMMA-14-F-1065, SAQMMA-14-F-0120, SAQMMA-14-F-0886, SAQMMA-14-F-0436, SAQMM1-14-F-0762, SAQMMA-17-F-0018.

The total value of the extensions is $165M (rounded). The Service Code is S216, and the NAICS is 561210. These Task Orders are part of the Baghdad Life Support Services (BLiSS) program, and provide critical life support services, such as food, fuel, trash removal, and wastewater treatment to personnel working and living at the Baghdad Embassy Compound and other Government Sites in Iraq.

Due to the vital nature of the services, continued support will be required while DOS prepares the solicitation for a follow-on contract. This Notice is not a solicitation. However, all responsible sources may submit a capability statement, which will be considered by the agency if submitted by close of business on 19 March 2024 to Contracting Officer Jason Lillie via email at LillieJM@state.gov.
