CMS OAGM Virtual Reverse Industry Day

Please join the Office of Acquisition and Grants Management (OAGM) for a virtual Reverse Industry Day on Wednesday, July 31, 2024, from 10:00am -12:00pm ET.

The two hour industry-led discussion in collaboration with the National Contract Management Association (NCMA) and the Professional Services Council (PSC) will compare and contrast contract requirements and evaluation criteria from actual “best value” procurements and explain how different language influences a company’s decisions on bidding, pricing, teaming, and solution development.

Speakers will discuss how industry evaluates Sections B, C, L, and M of a Request for Proposal (RFP) and the common challenges and unintended consequences of certain types of language in terms of both cost and quality of the solution from contractors. The CMS acquisition community will gain a greater understanding of common procurement language that limit industry’s ability to bid on and deliver innovation and the factors that influence a company’s “price to win” strategy.

The discussion will include perspectives on multi-step evaluations, conflicts of interest, price realism, Statement of Objectives (SOO) versus Statement of Work (SOW), labor categories, past performance requirements and key personnel, small business policies, and more.
