Notice of Intent to Single Source - CTS PMO Support

This is a pre-award public announcement for the purpose of summarizing the basis for the Government’s decision to issue a single source extension to Federal Aviation Administration (FAA) Contract 693KA8-22-D-00017 and Task Order 693KA8-24-F-00142 with Cavan Solutions. This announcement is issued in accordance with Acquisition Management System (AMS) Policy 3.2.2.4, Single Source Selection, and AMS Guidance T3.2.2.4, Single Source.

The FAA has a requirement for continued support for the Controller Training Solutions (CTS) Program Management Organization (PMO). In order to ensure continued support through the solicitation, evaluation, award, and transition of the follow-on contract, the FAA requires a non-competitive one-year extension to Contract 693KA8-22-D-00017 and Task Order 693KA8-24-F-00142 (4/20/2025 – 4/19/2026). This extension will ensure ongoing operations of the CTS PMO while a new contract is put in place.
