DoDEA Scott Middle School, Ft Knox, KY AE Construction Phase Services DOR Sole Source

THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers (USACE)–Norfolk District intends to issue a contract action on a sole source basis to KZF Design Inc. (CAGE 9S964). This sole source contract action will acquire architect-engineer (A-E) design and construction support services from the Designer of Record ("DOR"), related to the DODEA Scott Middle School Replacement at Ft Knox, Kentucky.

KZF Design is the DOR for the original design for the DODEA Scott Middle School Replacement. The construction contract will be performed via Design-Bid Build (DBB) delivery. The services to be acquired shall be completed in accordance with all applicable engineering requirements and consistent with the design intent reflected in the construction documents previously prepared by the DOR.

The work performed under the intended contract action constitutes a continuation of services previously performed by the DOR to ensure consistent application of the DOR's design intent and to maintain DOR responsibility over the construction documents.

This resultant contract will keep KZF on board to provide AE Construction Phase Services during construction such as submittal reviews, site visits, request for information (RFI) responses, Task Order No. W9123623F0045 was awarded on 14 September 2023 under Contract W9123618F0009. This project was to perform the design for DODEA Scott Middle School Replacement at Ft Knox.

The work will consist of performing engineering and design support services during the construction phase and commissioning services during design (CxD) for Scott MS at Ft. Knox, KY. As the DOR, KZF Design KZF acquired extensive expertise, experience, and knowledge of the site, the project requirements, and the design. As DOR, KZF assumed professional engineer/land surveyor responsibility and liability for their current deliverables.

In addition, KZF is highly familiar with the customer, host-nation requirements, and has structured an excellent working relationship with all associated stakeholders. This Notice of Intent is published in accordance with FAR 5.201. All responses received within 15 calendar days of posting this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
