NASA/ARC intends to extend Contract NNA16BD60C, Aeronautics and Exploration Mission Modeling and Simulation (AEMMS), with Science and Technology Corporation (STC) on a sole source basis pursuant to 10 U.S.C 2304(c)(1), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The period of performance will be extended for 6 months (June 1, 2024, through December 1, 2024). The extension will increase the current contract value.
The extension is necessary to continue on-going mission critical work (e.g. Artemis (Orion Spacecraft, Orion Launch Abort System, and Space Launch System), Air Traffic Management (ATM-X), Advanced Air Mobility, Advanced Air Transportation Technology, Asteroid Threat Assessment, Commercial Crew, NASA Engineering and Safety Center Support, Commercial Supersonic Technology, Mars Rotorcraft Technology Development, Entry Systems Modeling, Secure Airspace, Revolutionary Vertical Lift Technologies, Atmospheric Science Technology, and the Army’s Future Vertical Lift Program), pending placement of a follow-on contract.
The Government does not intend to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive proposals. Nevertheless, interested organizations may submit their capabilities and qualifications to perform the effort, electronically, via email to rachel.a.jardon@nasa.gov not later than 3:00 PM PDT on Friday, March 15, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.
A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. NASA Federal Acquisition Regulation Supplement (NFS) clause 1852.215-84, Ombudsman, is applicable.
