NB305000-25-00924 Subject: Notice of Intent to Noncompetitively Acquire Precision Shaker Spectrometer This notice is not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. This acquisition is being conducted under the authority of FAR 13.106-1(b) via FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing.
The Physical Measurement Laboratory at NIST develops advanced sensors to measure acceleration. As part of this work a shaker (also called a vibrational exciter system) is required to test photonic accelerometers. Specifically, we require a shaker that: 1) will operate vertically, 2) includes an internal reference accelerometer, 3) is fully compatible with our current system that uses a Spektra model SE-29 shaker, and 4) meets or exceeds the performance of the SE-29.
The system will include the shaker, the amplifier to run it, the internal reference accelerometer, and the signal conditioning electronics to read it, as well as all cables and accessories required to operate the system with an accelerometer mounted. After thorough evaluation, it has been determined that the Precision Shaker Spectrometer from manufacturer, Spektra dba APS Dynamics, is essential for several reasons:
Compatibility: The new shaker must be a drop-in replacement for the existing shaker system to allow interoperability with the acceleration measurement and data acquisition NIST has developed. NIST has put a considerable amount of time and investment into developing the acceleration and data acquisition on the existing shaker system. These measurements are custom-designed for the Spektra SE-29 and is not compatible with any other shaker systems. Working another shaker system than the Spektra SE-29 would require a large undertaking (in both time and investment) by the Government and will not result in performance required by NIST to conduct its research.
Technical: The new shaker must be highly precise but not use air bearings in order to avoid the low-frequency noise associated with air flow that interferes with low-frequency measurements required for inertail navigation measurements. Market research reveals no other precision shakers have the performance specifications higher than the Spektra SE-29 specifications which are needed to meet our requirements.
NIST conducted market research from April 2025 - June 2025 by internet searches, discussions with sources, and a sources sought posting. Sources sought NIST-SS25-50 was posted from June 4, 2025, through June 11, 2025, with one response received from Spektra. The results of that market research revealed that only Spektra dba APS Dynamics, Inc. 32124 PASEO ADELANTO STE 3, SAN JUAN CAPISTRANO, CA 92675 USA, UEI: J759DW8FBCN7 appears to be capable of meeting NIST’s requirements.
However, any sources that believe they are capable of meeting NIST’s minimum requirements are encouraged to respond to this notice by the response date to provide the following information at a minimum: Company Unique Entity Identifier number in https://sam.gov; details about what your company is capable of providing that meets or exceeds NIST’s minimum requirements; whether your company is an authorized reseller of the product or service being cited and evidence of such authorization; and any other information that can help NIST determine whether this requirement may be competitively satisfied.
