NOTICE TO SOLE SOURCE: HVAC Maintenance and Repair services at DSCA Mechanicsburg

THIS IS NOT A REQUEST FOR QUOTE – THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO N.R.G BUILDING SERVICES, INC. FOR HVAC MAINTENANCE AND REPAIR SERVICES MECHANICSBURG. The Department of Defense (DoD) Washington Headquarters Services Acquisition Directorate (WHS/AD) intends to award a sole-source, firm-fixed-price contract for HVAC Maintenance and Repair Services to N.R.G. Building Services, Inc., 48 S. Harrisburg St., Harrisburg, PA 17113 (SAM Unique Entity ID:

XCTWD16F9166, CAGE: 3XAJ8). In order to meet the Government’s mission, the Defense Security Cooperation Agency (DSCA), Office of Operations (OBO) Division requires procurement of HVAC Maintenance and Repair Services Mechanicsburg. The contractor shall provide administrative support for HVAC Maintenance and Repair services at DSCA Mechanicsburg, HVAC Maintenance and Repair services by conducting preventative maintenance, on-call emergency repairs, and routine inspections.

This requirement requires personnel who are NRG Building Services, Inc. trained, qualified, certified, or licenses to perform the HVAC Maintenance and Repair services needed. The HVAC Maintenance and Repair services will ensure that DSCA Mechanicsburg will receive the calibration, adjustment, maintenance to prevent premature failures of the HVAC system component with keeping the HVAC system under the manufacturer warranty. This is not a new requirement; this is a follow-on to current contract number HQ003420P0042.

The requirement hardware and software that is currently installed at the Mechanicsburg Complex is of a proprietary nature. This procurement will be issued in accordance with Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. The NAICS code utilized for this procurement is 238220 Plumbing, Heating, and Air-Conditioning Contractors with a Small Business Size Standard of $19 million.

The PSC code is J041, Maint/Repair/Rebuild of Equipment—Refrigeration, Air Conditioning, and Air Circulating Equipment. This requirement is a commercial items/services with a dollar value under the Simplified Acquisition Threshold for a period of performance of one Base Period and four Option Years with an anticipated start date of 9/30/2024. This notice of intent is NOT a request for proposal or quotation. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged.
